Europe is approaching a difficult economic period. Across the European Union’s 27 member states, governments are attempting to manage rising living costs, housing shortages, population growth, public expenditure, environmental taxation and an increasingly disruptive transformation of the labour market.

Individually, these developments present challenges. Together, they raise a more fundamental question: are European economies expanding their populations, public commitments and regulatory obligations faster than they are expanding the productive capacity needed to support them?

Ireland provides a particularly relevant example. The country has experienced significant population growth, substantial immigration, an acute housing shortage, high household costs and increasing environmental taxation. It also has a labour market increasingly influenced by international recruitment, multinational businesses and technological change.

These issues are not exclusive to Ireland. Germany, France, the Netherlands, Spain, Italy, Belgium, Austria, Sweden and other EU economies face different combinations of similar pressures.

At the same time, artificial intelligence is changing the employment outlook. Businesses are increasingly able to automate administrative, financial and customer-service functions, potentially reducing the number of people required to perform certain types of work.

The concern is not that immigration, AI or environmental policy are inherently damaging. Each can bring economic benefits. The concern is whether governments are properly balancing these developments against the availability of jobs, housing, infrastructure, affordable energy and the financial capacity of existing taxpayers.

Europe could face a prolonged period of weak economic performance if these pressures are not managed effectively.

Figures refer to different reporting periods. The 94.2 million migrant population covers geographical Europe, not exclusively the EU. The economic forecasts are the European Commission’s Spring 2026 projections and remain subject to revision.

1. Europe’s Economic Growth Is Not Keeping Pace With Its Challenges

The European Commission’s Spring 2026 Economic Forecast projected EU economic growth slowing from 1.5% in 2025 to 1.1% in 2026, before recovering to 1.4% in 2027.

For the euro area, the forecast was weaker, at 0.9% growth in 2026 and 1.2% in 2027.

More recent Eurostat figures provide some evidence of continued economic activity. In the third quarter of 2026, GDP increased by 0.5% across the EU and 0.4% in the euro area compared with the previous quarter.

However, positive quarterly growth does not remove the underlying structural concerns.

Europe is dealing with:

• Weak productivity growth in parts of its economy.
• High energy and industrial operating costs.
• Ageing populations and increasing pension obligations.
• Housing shortages and infrastructure constraints.
• International competition in technology and manufacturing.
• The financial cost of climate and energy transitions.
• Uncertainty surrounding trade, investment and geopolitical developments.

The EU is not a single economy. Its 27 member states have different industrial structures, public finances, labour markets and levels of competitiveness.

Germany’s manufacturing challenges are different from Ireland’s dependence on multinational corporations. Spain has different labour-market and housing pressures from the Netherlands. Poland and other central and eastern European economies have different income levels and industrial opportunities from Denmark or Luxembourg.

Nevertheless, the wider issue remains consistent: Europe needs stronger productivity and investment growth if it is to maintain living standards while accommodating population growth and rising public commitments.

2. Immigration and Population Growth: Where Are the Jobs, Housing and Infrastructure?

One of the most important economic questions facing Europe is whether population growth is being matched by sufficient investment in employment, housing and public infrastructure.

United Nations estimates indicate that approximately 94.2 million international migrants were living in geographical Europe in 2024. Within the European Union, the corresponding population was approximately 63.3 million.

These are existing migrant-population figures, not the number of people arriving during the previous five years.

Eurostat recorded almost 6 million immigration movements into EU countries in 2024, including approximately 4.2 million arrivals from outside the EU and 1.5 million movements from other EU member states.

These movements include different categories of migration:

• Employment-based migration.
• Skilled workers recruited to fill specific vacancies.
• International students.
• Family reunification.
• People seeking international protection.
• Other forms of legal residence and migration.

The economic contribution of these groups can differ considerably.

A qualified engineer recruited to fill a shortage in an expanding industry has a different immediate employment profile from a person arriving with limited formal education, limited language skills and no confirmed employment opportunity.

This distinction matters when considering the economic consequences of population growth.

The employment question

If a country accepts additional workers, it needs sufficient employment opportunities to absorb them.

When the economy is expanding and employers are experiencing genuine labour shortages, immigration can support production, investment and tax revenues.

However, if economic growth is weak, businesses are reducing recruitment or technology is automating certain occupations, additional labour supply may create more competition for available positions.

This is particularly relevant for workers competing for lower-paid jobs in hospitality, retail, logistics, cleaning, basic administration and other sectors.

There is also a question of whether the skills of incoming workers match the requirements of the economy.

Governments need to distinguish between labour shortages that require additional recruitment and a general increase in labour supply that may not correspond to available employment.

The relevant economic measures should include employment rates, earnings, tax contributions, unemployment duration, occupational distribution and benefit expenditure by migration category.

It would be inaccurate to assume that all migrants are unemployed, unqualified or dependent on benefits. Equally, it would be inaccurate to assume that every new arrival immediately enters productive employment.

The policy question is whether population growth is being managed in line with actual economic capacity.

3. Ireland: A Case Study in Population Growth, Housing and Employment

Ireland illustrates why immigration policy cannot be separated from housing and infrastructure policy.

The country has attracted substantial international investment and employment, particularly in pharmaceuticals, technology, financial services and professional services.

International workers have contributed to these industries and helped expand the labour force.

However, population growth has also increased demand for accommodation, transport, healthcare, education and other public services.

Ireland’s housing market is a particularly important concern.

Eurostat’s 2025 price-level comparisons placed Irish housing costs at approximately 190% of the EU average. Ireland’s overall household consumption price level was approximately 136% of the EU average, making it one of the most expensive countries in the Union.

The housing shortage means that additional population growth can create further competition for available accommodation, particularly in Dublin and other major employment centres.

The consequences extend beyond people seeking to rent or purchase homes.

Businesses also face difficulties recruiting employees who cannot afford accommodation near their workplaces. Workers may spend more time commuting, while employers may need to offer higher wages to compensate for expensive housing.

This can increase operating costs and affect the competitiveness of Irish businesses.

Are Irish workers being replaced?

This is a legitimate employment question, but it requires careful examination.

Between 2019 and 2024, the number of employees in Ireland increased by approximately 355,000. Non-Irish nationals accounted for approximately 218,000 of that increase, or 61%.

This demonstrates the importance of international labour to Ireland’s employment expansion.

It does not establish that Irish-born workers were displaced. Employment can grow for both Irish and non-Irish workers at the same time.

However, the figures do justify closer investigation into the distribution of employment growth.

The questions that matter are:

• Are employers recruiting overseas because of genuine skills shortages?

Even when inflation falls, households do not automatically return to their previous financial position.

Rent, mortgages, energy, food, transport, insurance and other essential expenses can remain substantially higher than they were several years earlier.

The differences between EU countries are considerable.

The figures demonstrate that the cost of living is not uniform across Europe.

In Ireland, Denmark and Luxembourg, households face substantially higher overall price levels than the EU average. In several central and eastern European countries, prices are lower, although average wages and household purchasing power also differ.

The important economic consequence is that households with limited disposable income have less ability to absorb further increases.

When a greater proportion of earnings is committed to essential expenditure, consumer spending becomes more vulnerable. This can affect restaurants, retail, travel, entertainment and other discretionary sectors.

It also makes households more dependent on wage increases, government support or accumulated savings.

5. AI and the Future Availability of Employment

Artificial intelligence introduces another challenge into the European employment equation.

Businesses are increasingly adopting AI to improve efficiency, automate routine work and reduce operating costs.

Eurostat reported that 19.95% of EU enterprises used AI technologies in 2025. Adoption was considerably higher among large businesses, at approximately 55%.

This is an important development because larger employers often have the resources to introduce automation across substantial parts of their operations.

Occupations facing significant exposure include:

• Data entry and administrative support.
• Customer service and call centres.
• Basic accounting and bookkeeping.
• Banking administration.
• Insurance processing.
• Recruitment and human resources support.
• Marketing and content production.
• Translation and routine document preparation.
• Research and reporting.
• Certain legal and professional support functions.

The impact will not necessarily be the complete disappearance of these occupations.

A more immediate possibility is that businesses will need fewer employees to perform the same volume of work.

For example, a company that previously required ten employees to manage customer enquiries, documentation, reporting and routine processing may be able to perform much of that work using AI systems and a smaller team.

That creates three possible outcomes:

1. The business maintains its existing workforce and increases output.
2. The business expands without recruiting as many additional employees.
3. The business restructures and reduces the number of employees required.

The actual outcome will depend on the industry, the cost of implementation, demand and management decisions.

The global employment warning

The World Economic Forum estimates that 92 million existing jobs could be displaced globally by 2030, while 170 million new jobs could be created.

This is a projection covering multiple economic and technological changes, not AI alone.

The International Labour Organization has separately estimated that one in four workers globally are employed in occupations with some exposure to generative AI.

Its research suggests that most exposed jobs are more likely to be transformed than completely eliminated.

Nevertheless, Europe needs to consider how quickly displaced workers can retrain and whether new employment opportunities will emerge at the same rate as automation changes existing occupations.

The risk is particularly relevant for younger workers attempting to enter office-based professions, where some traditional entry-level tasks may increasingly be automated.

As living costs and public-service requirements increase, European governments face growing pressure to maintain social protection systems.

Eurostat estimated that EU social protection expenditure reached €4.925 trillion in 2024, representing 27.3% of EU GDP.

This was a 6.9% increase compared with 2023.

It is not possible to determine the net fiscal impact of immigration simply by looking at total welfare expenditure.

The calculation needs to include taxes paid, social contributions, employment rates, public-service usage, housing costs, education, healthcare and the age profile of the population.

A migrant in full-time employment paying income tax and social contributions has a different fiscal impact from someone who is unemployed and eligible for support.

Governments should publish more detailed information showing the employment and fiscal outcomes of different migration categories.

Without transparent data, the public cannot properly assess whether population growth is strengthening or placing additional pressure on national finances.
