The euro’s return to $1.00 against the US dollar is no longer a scenario that can be dismissed. France’s deteriorating public finances, political uncertainty, weak eurozone growth and persistent competitiveness problems create a credible case for further euro depreciation.

EUR/USD recently fell to around $1.1160, its weakest level in 17 months, before recovering towards $1.12. That rebound does not remove the underlying risks. If fiscal concerns intensify, European growth disappoints and the dollar remains supported by relatively strong US economic performance, parity could return to focus.

The central question is not whether parity is possible. It is what would need to happen for the market to move there.

France Is a Serious Vulnerability for the Euro

France is one of the eurozone’s largest economies. Its fiscal problems therefore matter beyond its domestic bond market.

European Commission forecasts put French economic growth at just 0.8% in 2026. The budget deficit is projected at 5.1% of GDP, while public debt is expected to climb towards 120% of GDP in 2027.

That combination leaves France with a difficult policy problem: weak growth limits the pace at which tax revenues can expand, while high debt and rising interest costs make fiscal adjustment harder.

Political uncertainty adds another complication. Any inability to agree on credible spending reductions or revenue measures could cause investors to demand higher yields to hold French government debt. If French borrowing costs rise relative to German government bonds, concerns about eurozone financial fragmentation could intensify.

France is not Greece, and a French sovereign default is not the base case. But dismissing French fiscal risk would be equally mistaken. A prolonged loss of investor confidence could weaken the euro even without a full-blown debt crisis.

Europe’s Broader Economic Weakness Cannot Be Ignored

France is part of a wider European problem.

The European Commission projects eurozone growth of just 0.9% in 2026. The bloc also faces persistent competitiveness challenges, pressure on industrial exports and exposure to energy-price shocks.

Europe has important strengths, including its industrial base, global exporters, skilled workforce and large consumer market. However, those strengths do not automatically translate into stronger currency performance.

If US productivity, investment and economic growth continue to outperform Europe, international capital may favour US assets. If European businesses struggle with higher input costs and weaker external demand, the outlook for investment and growth could deteriorate further.

The euro’s weakness is therefore not simply a French story. France adds a fiscal and political risk premium to a region already struggling to generate stronger growth.

Historical Pricing Shows Parity Is Realistic

EUR/USD has traded below parity before.

In October 2000, the euro reached a historical low of approximately $0.825. In July 2022, it again fell below $1.00 as the energy crisis, recession concerns and a more aggressive Federal Reserve weighed on the currency.

These episodes demonstrate that parity is not an extraordinary or impossible exchange-rate outcome. They also show that the euro can trade substantially below it when economic conditions and monetary-policy expectations turn against the single currency.

From approximately $1.12, EUR/USD would need to fall around 10.8% to reach $1.00. That would be a material decline, but historical experience suggests it is within the currency pair’s demonstrated range of movement.

History does not guarantee a repeat. The economic conditions driving each episode differ, and the exchange rate may recover before reaching parity.

What Could Push EUR/USD Towards $1.00?

Four developments would strengthen the downside case:

1. Further French bond-market stress. A sustained widening of French-German government bond yields would signal rising investor concern about French fiscal credibility and eurozone fragmentation.
2. Continued European economic underperformance. Weaker industrial output, subdued investment and disappointing growth could reduce the euro’s appeal relative to the dollar.
3. A persistent US monetary-policy advantage. If US inflation and economic activity keep interest rates higher than markets expect, dollar-denominated assets could remain attractive. The relative outlook for the Federal Reserve and European Central Bank matters more than either central bank’s policy in isolation.
4. A renewed energy shock. Higher imported energy costs could squeeze European consumers and businesses, worsen inflation and weaken growth. The resulting policy dilemma could be particularly difficult for the ECB.

A combination of these pressures would provide a stronger argument for parity than any single headline about France or the eurozone.

The Counterargument: Parity Is Not Inevitable

The euro could recover if France produces a credible fiscal plan, European growth improves, energy prices ease or US economic momentum weakens.

The dollar can also fall if US policy uncertainty increases, inflation moderates or the Federal Reserve adopts a less restrictive stance than markets anticipate.

These are meaningful counterarguments, but they do not remove the downside risks. The key is to avoid treating a temporary EUR/USD rebound as proof that Europe’s structural problems have been resolved.

Price Outlook: Parity Is a Credible Downside Scenario

EUR/USD near $1.12 leaves room for a substantial further decline if fiscal and economic risks intensify.

A sustained break below recent lows around $1.116 would put further downside into focus. A move through $1.10 would bring the parity discussion closer to the centre of the market outlook. These are conditional reference levels, not guaranteed technical targets.

For parity to become a more convincing central scenario, markets would likely need to see a combination of sustained dollar strength, worsening French fiscal confidence and continued European economic underperformance.

Without that combination, EUR/USD could remain volatile and recover rather than continue towards $1.00.

The pragmatic conclusion: parity is a credible risk worth preparing for, not a certainty worth betting everything on.

Currency Hedger View: Businesses Should Prepare Now

For businesses paying suppliers in US dollars or receiving revenue in euros, a move towards parity could materially change costs and margins.

For example, a US-dollar invoice of $100,000 would cost approximately €89,286 at EUR/USD 1.12. At parity, the same invoice would cost €100,000 — an additional €10,714 before fees and other charges.

Companies should assess their dollar exposure, stress-test budgets at different exchange rates and consider whether forward contracts or other appropriate hedging arrangements can reduce uncertainty. The right approach depends on payment dates, cash flow, risk tolerance and the cost of hedging.

France’s fiscal position and Europe’s weak growth outlook deserve serious attention. High public debt, political uncertainty, subdued economic momentum and persistent competitiveness problems provide a rational basis for expecting further pressure on the euro if conditions deteriorate.

The dollar does not need to strengthen indefinitely for parity to become possible. The euro could fall through a combination of European weakness and a relatively resilient US economy.

The next phase will depend on French fiscal credibility, European growth, energy prices and the evolving interest-rate outlook on both sides of the Atlantic.

EUR/USD parity is back on the table. Businesses should plan for the possibility, while traders should watch the evidence rather than assume the outcome.
